Move definitions of Derivation, DTCollation, Type_std_attributes from field.h and item.h to sql_type.h

    Description

      Many methods in Type_handler will use Type_std_attributes.
      To be able to define methods inline, the definition of Type_std_attributes (and its parts) should reside in sql_type.h.
