Create bind-address as a system variable

    Description

      MySQL 5.6 added the bind-address directive as a system variable: https://dev.mysql.com/doc/refman/5.6/en/server-options.html

      This change was not brought into MariaDB, but it would be useful, as this allows users to access the value more easily, and to maintain compatibility with MySQL applications that may do this.
