Update buildbot.tac for non-latent workers

Non-latent workers have the buildbot.tac file deployed via Ansible and they should point to:
-> hz-bbm2 wireguard IP
-> hz-bbm2 port for the non-latent master.

During the migration the non-latent master port changes from 9989 to 9995.

Non-latent workers:
-> ibm - aix
-> rhel 8 docker
-> windows
-> macos
-> freebsd
