Configure deployment pipeline and github actions for Crossreference repo

The Crossreference tool is now under a dedicated repo https://github.com/MariaDB/cross-reference. This should be monitored and a deployment pipeline should also be configured for it.

This is also a good opportunity to document the process considering that there is no existing documentation for it.
