On https://downloads.mariadb.org/, the PDF documentation download for the server is found in the left nav bar. This is not a good place for it, as it's different to the rest of the interface.

There should rather be a Documentation tab next to Connectors. Currently this will only have the single pdf, but in future could have different formats etc.
