Downloads site should make better use of mirrors that use global content delivery networks

Currently, the downloads site assumes a specific geographic location for a mirror. However, some mirrors use global CDNs (for example cicku uses Cloudflare), and we don't have a way to use this properly. As a workaround we place them in undeserved areas, but this is not optimal.
