Add a builder to test RocksDB

    Description

      It appears RockDB is not currently tested in Buildbot. There are currently 2 known test failures in 11.0 onwards, so I'm expecting it to fail at the moment, but it does need testing.

      I recommend a separate job for this to build and test for now.
