run CONNECT odbc or jdbc tests in bb

    Description

      it looks like we don't run CONNECT odbc and jdbc tests anywhere.

      It'd be good to have some coverage for them.

      I think the easiest would be either to install sqliteodbc on one of the builders (in one of the containers) or odbc_xls test on Windows.
