Create a new VM for prometheus and alertmanager

We want to keep the old monitoring platform until the new platform is deployed and fully tested.

• Create a VM that will host prometheus and alertmanager;
• Add the new prometheus data source in grafana.mariadb.org;
• Make sure prometheus and alertmanager are available through wireguard for MDBF sysadmin (Razvan/Faustin).
