make Windows package build required for pushes

The "windows-packages" builder is fast enough, builds take around 10-12 minutes.
Apart from packaging, which is not tested elsewhere, it actually tests client side SSL implemented as native schannel rather than OpenSSL.

The idea is that we should not have a state of branch, where releases are impossible to build, yet people continue pushing.
