major upgrade tests are testing against EOL distributions

In the 10.11 branch the major upgrade test is performing a test as an upgrade 10.10 version. This was last released in Nov 2023.

While there will be a time period that a short release gets major upgraded past its eol. The major upgrade tests should be a 10.6 -> 10.11 now.

Likewise the 11.3 (Feb 2024)-> 11.4 is also out of date and a more current test of 10.11 -> 11.4 would be more beneficial for users.

This will also resolve the centos-stream9 ppc builder that fails because its uring version wasn't consistent on the 10.11 release.
