Uogrades | configuration file checks across versions

Summary:
As a user, when downgrading or upgrading, i want invalid variables for said versions to be commented out in my columnstore.xml and server.cnf* files. or critical new variables that need to be present added with a default or uncommented. This will make upgrades and downgrades easier and more seemless. At the end of the upgrade output we can list out what variables were touched
