Move syscat update/rollback operations into a separate binary

Upgrade and downgrade procedures of MCS cluster potentially touch System Catalog adding/removing columns into calpontsys.syscolumn and calpontsys.systable MCS tables. As of 23.10.4 there is only upgrade procedures functionality available in dbbuilder. The task is to extract the existing functionality from dbbuilder and put it into a separate binary. Here is high overview of the functionality of the binary.
