When trying to recover from an outage, it would be helpful to have a command that resets certain dbrm files with the magic headers expected by columnstore. Without this, customers sometimes have needed to double start columnstore, once to regenerate the blank file but with the wrong permissions (sometimes) and again to actually use the blank file for startup
