mcsadmin start/restart without using ssh

    Description

      ATM mcsadmin uses internally $INSTALL_DIR/bin/remote_command.sh, that uses ssh. There are restricted environments that prohibit ssh between CS nodes, so the only way is to pull postConfigure from pm1 each time to start/restart the cluster.
      We should implement start/restart using OAM API.
