Performance: binary protocol rows allocate a Buffer view per row for the NULL bitmap

The binary row decoder creates a Buffer subarray for the NULL bitmap of every row. On a 1000-row select this allocation costs about 19 µs per query, enough to make the binary protocol slower than the text protocol
