    Description

The forceConnectionTimeZoneToSession option ensures that the connection timezone is properly set for the session, as its name suggests. To avoid unnecessary commands, the current implementation checks whether the server timezone matches the client timezone. However, this verification logic is flawed. Depending on the client's timezone, it may fail to set the correct session timezone when connectionTimeZone is not specified or when it's set to "LOCAL".
