[CONC-4] Win32 binary has dependency on msvcr100.dll - Jira

Description

The available Win32 binary has a dependency on msvcr100.dll. Would it be possible to build it without that dependency? That would make it much easier to redistribute.

I changed it as proposed for now. Note - not everyone might be happy with static linking , or think of it as "friendly" , so that fix could be reversed if there are good arguments against static linking
