Replicated CREATE USER fails unless the password is given in plaintext

With odbc_manage_user_grants, a CREATE USER without a plaintext password is replicated to Exasol with an empty password, which Exasol rejects. This applies to IDENTIFIED BY PASSWORD, IDENTIFIED VIA and users without a password. With odbc_stop_on_error, which is on by default, replication stops.
