causal_reads=fast* sends all reads to the primary when the targets are services

      If any of the fast_-alternatives of causal_reads (ReadWriteSplit) was used and the target was a service, the query would always end up being sent to the primary. After this fix, the query will be sent to the service, if all targets of the service are up to date.

    Description

      When a readwritesplit target is a service, a query ends up always being sent to the primary, even if it could be sent to some replica. There will be no stale reads, but read-scaling is lost.
