sync_transaction sends redundant syncs to multi-statement queries

If a multi-statement query commits a transaction and then follows up with more results afterwards, the trailing results trigger a redundant sync on the GTID that was already synchronized. The waiting won't take any time since it's already replicated but there's still the wasted network traffic that should be avoided.
