Blocked hosts cannot be manually cleared

The DDoS blocking mechanisms in MaxScale cannot be manually cleared unlike in MariaDB where FLUSH HOSTS clears them. In MaxScale, they'll be automatically cleared after a while but in some cases the blocks would need to be cleared manually and a command for this is needed.
