PARSEC backend auth credential cache

CONC-833 describes a way to cache PARSEC credentials. The motivation for this is the intentional high cost of generating the password.

MaxScale could implement a cache of recently used <username, host, password> combinations that map to the <key, ext-salt> which is sent. This should greatly improve performance and due to the upcoming increase in iteration count, will be mandatory for good performance.
