Non-ASCII table names do not work with lower_case_table_names in kafkacdc

    Description

      With MXS-6566 fixed, ASCII table names are correctly converted to their lowercase form. Other table names are not and remain in their original case. For example, the table FÖÖBÅR does not get converted to fööbår but to fÖÖbÅr due to the non-ascii characters being left as-is.
