Include python & sqlglot dependencies with exasol router package and implement runtime

as i user i want sqlglot to be as performant as possible. today it runs too slow when invoked natively in exasol (spins up SLC's on every sql query), i want maxscale to host and run sqlglot when i configure it for maximum performance.

as i user i want installing and setting this up to be as simple as possible. delivered with maxscale when i install exasol router package
