Add monitor command for altering replication topology (redirect)

The current switchover design results in a reciprocal role reversal not only between the old and new master servers in the replication topology but also among their respective subordinate replicas. This latter behavior is undesirable in certain scenarios. To address this, a monitor command capable of dynamically adjusting the replication topology would be beneficial. For instance, a command such as

call mariadbmon redirect-server Replica Primary

could be implemented to allow manual reassignment of a replica to a specific primary server
