Read maxctrl section from maxscale.cnf if present

This is how MariaDB behaves with the [client] section in its configuration file so similarly a [maxctrl] section should be added to handle that.

In older versions, a warning could be added if the section name [maxctrl] is currently in use. This way, the use of such a conflicting section could be avoided.
