maxscale version 24 auth_all_servers not picking up users on replicas

A client has seen differing behaviour maxscale version 22 and version24 in relation to to auth_all_servers.
They have users on replicas which are not on the primary server.
So in version 24 connections using readconnroute are failing as maxscale is not picking up those users specific to the replica.
On version 22 there is no problem as maxscale with auth_all_servers=true is checking both primary and replica.
This issue is preventing them from upgrading to version 24.
