Retrying of reads on the current primary unnecessarily requires delayed_retry

If a read ends up being sent to the current primary server, the retrying of it will only happen if delayed_retry is enabled. This behavior is different to how it's done for replicas where a failure of a replica will trigger a retry of the read as long as retry_failed_reads is enabled.
