Cannot refresh SSL Certificates without a restart

    Description

      Customer is requesting the ability to refresh their SSL certificates in MaxScale without a restart. This is possible in server with FLUSH SSL but there is no comparable option in MaxScale.

      The restart of MaxScale has business impact as it takes their application offline.
