DMLs not getting replicated with log-bin=OFF & binlog-format != ROW

    Description

      DML statements are not getting replicated to other nodes when binlog-format is set to formats other than ROW and binary logging is off.

      Node 1:

      MariaDB [test]> create table t1(i int) engine=innodb;
      Query OK, 0 rows affected (0.39 sec)
       
      MariaDB [test]> set @@session.binlog_format=statement;
      Query OK, 0 rows affected, 1 warning (0.04 sec)
       
      MariaDB [test]> insert into t1 values(1);
      Query OK, 1 row affected (0.11 sec)
       
      MariaDB [test]> create table t2(i int) engine=innodb;
      Query OK, 0 rows affected (0.10 sec)

      Node 2:

      MariaDB [test]> show tables;
      +----------------+
      | Tables_in_test |
      +----------------+
      | t1             |
      | t2             |
      +----------------+
      2 rows in set (0.00 sec)
       
      MariaDB [test]> select * from t1;
      Empty set (0.00 sec)
