Support at least 48 utf8 characters in username in server and PAM

Username in MySQL and MariaDB are limited to 16 UTF8 characters.

1. Modify MariaDB Server to support at least 48 UTF8 character usernames
2. Make sure the MariaDB PAM module supports 48 UTF8 character usernames
