Oracle mode: XMLAGG() (phase 2 of MDEV-20658)

    Description

      Phase 2 of the split of MDEV-20658 (parent). Implement XMLAGG() in sql_mode=oracle: row-to-XML fragment aggregation (parallels GROUP_CONCAT for XML). Depends on phase 1 (XMLELEMENT) output shape. Estimate 10d.
      Open question: SYS_XMLAGG (raised by Sergei Golubchik, 2025-07-11): phase 2 or phase 3? To be decided with Alexey Botchkov / Alexander Barkov.
