Oracle mode: XMLELEMENT() (phase 1 of MDEV-20658)

    Description

      Phase 1 of the split of MDEV-20658 (parent). Implement XMLELEMENT() in sql_mode=oracle, constructing individual XML elements from column values. Estimate 8d.
      Open question: the proposal assumed no dependency on MDEV-38691, but that ticket's residual scope includes "constructors". To be confirmed by Alexey Botchkov / Alexander Barkov before planning; if XMLELEMENT is in MDEV-38691, this task gets blocked by it.
      Prerequisite MDEV-37261 is done.
