    Description

      both mariadb CLI & mysqlbinlog read the [client] section

      mariadb CLI supports default-character-set in the [client] section
      mysqlbinlog does not as per error message below. mariadb-binlog does not either

      mysqlbinlog: Deprecated program name. It will be removed in a future release, use '/usr/bin/mariadb-binlog' instead
      		 
      mysqlbinlog: unknown variable 'default-character-set=utf8mb4'
