This looks like DROP DATABASE isn't disabling the events in the database as its executing.

Earlier failures of just an Unknown database where showing up much earlier with amd64-ubuntu-2004-bigtest.
currently msan/ubasan-clang-20 builders affected. Notably amd64-ubuntu-2204-bigtest, the only other big test builder isn't hitting this (event.event_stress is big).
