Make BACKUP SERVER mutually exclusive with itself and BACKUP STAGE

    Description

      Because backing up the data from a server is a very I/O intensive operation, we must allow at most one BACKUP SERVER operation at a time, and not concurrently with any other backup operations that would invoke BACKUP STAGE statements, such as mariadb-backup.
