BACKUP SERVER of ENGINE=RocksDB to the local file system

    Description

      Implement ENGINE=RocksDB interface to the MDEV-14992 BACKUP SERVER statement.

      We should adapt and extend the existing rocksdb_create_checkpoint logic so that it will create the hard links in the specified directory. If that fails (EXDEV), then the hard links need to be first created in a temporary space in the same file system, and the files be subsequently copied to the target directory.
