Provider options plugin does not work with parameter from config file

    Description

      The provider options plugin introduced with MDEV-22570 does not work with options given in the config file or command line. Attempting to configure the provider through the plugin at startup fails silently, i.e. the options can be given at command line or in the config file, but those have no effect.
