Implement XMLTYPE replacement for Oracle compatibility

    Description

      XMLTYPE is use by Oracle for implementing XML database functions. One option is to mimic what Oracle has exactly. Another way is to implement minimal support in the server itself and provide additional features in a stored procedure package.
