Protocol_text allocates memory without error checking

    Description

      net_buffer_length is allocated in the Protocol_text constructor in the code without checking if this allocation was successful.

          Added some review comments. The patch is good, but not for 10.5, let's do latest dev branch or 11.4 at the earliest.
