      Implement a subset of the system package SYS.DBMS_UTILITY:

      • Function DBMS_UTILITY.GET_TIME - Returns the current time in 100th's of a second
      • Function DBMS_UTILITY.FORMAT_ERROR_BACKTRACE
      • Function DBMS_UTILITY.FORMAT_ERROR_STACK
