This seems to be working now. On a merge to 10.9, I added some mariadb-*-10.9 package names to debian/control while resolving conflicts, because I noticed that such package names had been added for earlier versions. I did not realize that such version numbers must not be added to Breaks:, but only to Provides: or the like.
I also learned that our staging environments do not currently cover this very well. On buildbot.mariadb.org, no Debian installation tests will be run for staging branches, and on buildbot.askmonty.org, only one builder will run such tests for staging branches, in 1½ to 4 hours from starting the build.
