Description

~~MDEV-23326~~ added functionality to use mysql_tzinfo_to_sql to use --skip-write-binlog to increase the initialization of container images.

The current implementation changes to non-transactional ARIA and then back to transactional aria when complete.

By doing this all in one step container initialization should saved 25% (of 4 seconds).
