Spider: remove #WITH_PARTITION_STORAGE_ENGINE

    Description

      #ifdef WITH_PARTITION_STORAGE_ENGINE ... #endif appears frequently in the Spider code base. However, Spider is disabled if the partitioning engine is disabled. So, there is no need to maintain such #ifdefs.
