S3 doesn't get disabled properly if zlib-devel is not installed on the system

    Description

      On Fedora 33, compiling a debug build of MariaDB, if libcurl-devel is installed fails if zlib-devel is not installed. This was introduced by MDEV-23362, as it no longer uses the statically compiled zlib found in the MariaDB Repo
