tcp_keepalive_time is interpreted as seconds when documentation claims milliseconds

    Description

      https://mariadb.com/kb/en/server-system-variables/#tcp_keepalive_time claims the setting is given in milliseconds, but testing shows it's in seconds. Tested on Linux.
