Many slow queries in Zabbix 3.4-4.0

I'm facing the bug in Zabbix 3.4 and 4.0 described in [1] which directs me to MySQL bug tracker [2].

Does this fixed for MariaDB 10.3.10?
Is this option optimizer_switch = 'index_condition_pushdown=off' workaround or could be used permanently?
