Document how to safely disable encrypt_binlog

    Description

      We should document how to safely disable encrypt_binlog. The documentation doesn't currently say:

      https://mariadb.com/kb/en/library/data-at-rest-encryption/#encryption-of-binary-logs

      It looks like the process should be as easy as:

      1.) Stop the server.

      2.) Set encrypt_binlog=OFF

      3.) Start the server.
