replace cmake/bison.cmake with cmake's builtin FindBison module

    Description

      This is cleanup task. FIND_PACKAGE(BISON 2.0) would be responsible for finding and version check. RUN_BISON will be replaced by BISON_TARGET.

      One advantage, apart from removing own code, is supporting for better (newer/less buggy) Windows bison "win_bison" from here https://sourceforge.net/projects/winflexbison/
